Holtec International is pleased to announce that Taiwan Power Company (TPC) has awarded a client-assisted turnkey supply contract to establish indoor dry spent fuel storage facilities at both the Chinshan and Kuosheng sites following a rigorous, transparent, and open public procurement process. These four BWR units now join Holtec’s global dry storage client roster, increasing the number of reactors served by Holtec technologies to 155 worldwide. This fleetwide BWR used fuel storage contract is possibly the largest in monetary value placed to date in the used fuel management sector of the nuclear industry.
This award marks one of the most significant spent-fuel storage procurements in the Asia-Pacific region and reaffirms the long-standing cooperation between Holtec and TPC that began more than 35 years ago with pioneering in-pool storage projects. TPC’s early adoption of Holtec technology in the 1990s helped stimulate several of the innovations that today define Holtec’s global leadership in used fuel management.


The indoor dry storage program at Chinshan and Kuosheng underscores TPC’s commitment to safe, long-term spent fuel stewardship and advances their decommissioning and lifecycle management strategies. Holtec will execute the project in collaboration with TPC and qualified Taiwanese engineering partners, delivering a reliable, passively-safe storage solution aligned with Taiwan’s regulatory expectations and environmental imperatives.

Under the contract, Holtec will supply over 150 multi-purpose canister-based dry storage systems and associated equipment embedded with numerous nuggets of Holtec’s intellectual property. In addition, Holtec will design and construct structurally-hardened dry storage facilities at each of the two sites and provide commissioning services. The facilities will be licensed by the Taiwan’s environmental and nuclear regulators, building on the existing U.S. certificate of compliance for the system whose licensing pedigree has been previously confirmed by several regulatory authorities including those in Brazil, Mexico, Slovenia, and Spain. The program will be executed in partnership with TPC and certain highly respected Taiwanese engineering and construction firms. To serve TPC more effectively, Holtec is building a strong regional operation center with the establishment of Holtec Taiwan in the country that will be on par with our other operational centers such as Holtec Europe, Holtec do Brazil, Holtec Britain, Holtec Mexico and Holtec Ukraine.
