Holtec Decommissioning International (HDI), a wholly-owned subsidiary of Holtec International, is dedicated to the safe and efficient decommissioning of shuttered nuclear power plants. HDI’s approach to decommissioning is to begin and complete the physical work of decontamination and dismantlement decades sooner than if the current nuclear plant owner retains ownership of the plant.
HDI is the licensed operator for Holtec-owned nuclear power plants and provides the licensee oversight of the decommissioning work that is performed. HDI also manages the decommissioning trust fund, as well as other owner interests, such as licensing strategy, insurance, land and government interface.
HDI utilizes a fleet management approach for decommissioning multiple sites. This includes standardized processes and procedures for improved safety, increased productivity and the minimization of duplicative managerial costs.
HDI’s main focus of each decommissioning project is the utmost safety of the work force, and the health and safety of the public. This credo of safety is maintained through extensive training, dedicated oversight, and the use of skilled professionals to perform the work. HDI will not waver in its commitment to the pre-eminence of safety in all decommissioning activities.
HDI is currently safely decommissioning Oyster Creek Generating Station, Pilgrim Nuclear Power Station, Indian Point Energy Center and Palisades Power Plant. HDI also owns the Independent Spent Fuel Storage Installation at Big Rock Point, which was decommissioned years ago.

Our Decommissioning Approach
- Enter into agreements with generating companies in advance of plant shutdown
- Submit initial regulatory requests

- In coordination with the current plant owner/operator:

- Following certification of permanent defueling, implement approved license transfer
