
Michael D. Finan
Vice President and Chief Investment Officer
Michael D. Finan is the Vice President and Chief Investment Officer of Holtec International. In this role, he oversees all capital, equity, real estate, and other investments for Holtec and its affiliate entities. This includes Holtec’s Captive Insurance Companies, Employee 401(k) Plan, private equity, private credit and public equity holdings, as well as its Decommissioning Trust Funds (DTF). As the principal fiduciary of Holtec’s holdings and financial interests, Finan is responsible for providing strategic oversight and governance of the entire array of the company’s investable assets. In collaboration with Holtec’s Chief Executive and Chief Financial Officers, he plans tax optimization strategies for Holtec International and its affiliates.
Professional History
In his 30-plus years in the financial services industry, Finan has led investment strategy and portfolio management at the highest levels for ultra-high-net-worth individuals and institutional clients. He has served as a key member or chair of investment, insurance, and retirement plan committees, reinforcing his role as a central control authority in financial decision-making.
Before joining Holtec, Finan served for more than two decades at BMO Family Office (previously CTC Consulting and CTC myCFO), where he was Chief Investment Officer and Managing Director. He was a senior member of the executive leadership team and co-led the Investment Advisory Services group, overseeing more than $25 billion in assets across 350 client families. He directed the hiring and development of senior investment professionals nationwide, expanded the firm’s footprint into new markets, and played a central role in strategic initiatives including the implementation of Addepar, a leading performance analytics platform.
In his concurrent role as Senior Investment Advisor, he provided tailored investment and wealth strategies to families with portfolios ranging from $30 million to over $1 billion. His expertise spanned traditional and alternative investments, including private equity, private credit, hedge funds, and real estate.
Finan was also Senior Portfolio Manager for the firm’s proprietary Sequence Multi-Asset Insurance Dedicated Fund, a vehicle approved by more than a dozen insurance carriers and serving the Private Placement Life Insurance (PPLI) community. He was responsible for asset allocation, manager selection, and tactical portfolio adjustments across multiple asset classes.
Earlier in his career, Finan was Managing Partner of CTC Consulting, leading a 50-person firm through significant strategic growth and ultimately overseeing its acquisition by Bank of Montreal in 2012. Prior to that, he began his career in financial services as a Benefits and Compensation Consultant, implementing and overseeing company sponsored qualified 401(k) plans, and later served as a Trust Officer at U.S. Trust Company, where he specialized in special fiduciary services.
Industry Leadership
Finan is a Chartered Financial Analyst (CFA) and an active member of the CFA Society of Tampa Bay. He serves on the board of the Family Office Real Estate Institute (FORE), an organization dedicated to advancing real estate investment and education for family offices. He has also chaired the investment and employee retirement plan committee for the Multnomah Athletic Club, a 21,000-member nonprofit organization in Portland, Oregon.
Education
Finan holds a Bachelor of Business Administration with a focus in Finance and International Business from Gonzaga University, and an MBA in Finance from Eastern Washington University.
