The approval permits Joint Venture Agreements between the two companies to pursue contracts set aside or reserved for small business by US Government agencies or commercial corporations. Gilmartin Engineering is a woman owned and service disabled veteran owned small business that specializes in comprehensive technical and engineering services and support to US Federal Agencies, government prime contractors, as well as commercial projects. As stated by Lori Gillen, Director of the SBA ASMPP, in the approval letter, “The purpose of the ASMPP is to enhance the development of the protégé and encourage approved mentors to provide various forms of assistance to eligible ASMPP participants to ensure contracting opportunity, experience and overall financial viability.” The Joint Venture companies between the protégé small business and mentor as authorized by 13 CFR Section 125.9, receives an exclusion from affiliation on government prime contracts and subcontracts. The joint venture companies will be registered in the System for Award Management. “We are very excited about supporting the growth of a women owned and service disabled veteran owned small business, while offering government agencies, in particular various missions of the US Department of Energy and US Department of Defense, the full breadth and depth of resources and capabilities of Holtec International. It has been a tradition at Holtec to support academic institutions and the economic development of communities. This initiative allows us to continue and further expand that tradition,” says Dr. Kris Singh, President and CEO (www.holtecinternational.com).
This Joint Venture relationship brings great potential benefit for Gilmartin Engineering, Holtec, and national energy security interests. Holtec’s performance record and broad range of expertise has gained it recognition as the world’s leading authority in nuclear spent fuel and waste management, manufacture of nuclear material transport systems, nuclear waste transfer to dry storage, plant decommissioning, small modular reactor development, and many other facets of private sector nuclear energy production. Gilmartin Engineering brings expertise that benefits Holtec in areas of federal procurement regulations, federal procedures, and government contracts. Combining these two complimentary and overlapping skill sets brings Gilmartin Engineering to its aggressive and realistic growth plan and enables Holtec to bring its expertise to a broader range of government customers.
